VPP Product Update: 15-Minute Resolution Support for mFRR
Our tech team has prepared us for the MARI platform’s arrival with a fully optimized VPP capable of managing 15-minute resolution bids, giving a significant boost to Baltic flexibility operations. This setup introduces adaptable pricing, allowing different resolutions across the mFRR process, from asset forecasting and bidding to reporting.
Key Changes
- Enhanced mFRR Offer Pricing Logic: New pricing schemas support differing resolutions between energy prices (typically 60-minute) and TSO products (15-minute), ensuring precise market offer pricing.
- Improved Flexibility Forecasting and Market Offers: Flexibility forecasting and market bids now operate with a 15-minute resolution, enabling more accurate, real-time insights.
- 15-Minute TSO-Activated Bids: TSO-activated bids are dispatched within 15-minute intervals, enhancing market responsiveness and precision.
- Expanded 15-Minute Reporting: Consistent 15-minute granularity across reports enhances transparency and data accuracy in performance analysis.
Use Case
Overview
Our tech team prepared for the MARI (Manually Activated Reserves Initiative) platform’s arrival with a fully optimised VPP capable of managing 15-minute resolution bids, giving a significant boost to Baltic flexibility operations. This setup introduced adaptable pricing, allowing different resolutions across the manual frequency restoration reserve (mFRR) process, from asset forecasting and bidding to reporting.
Key changes
- Enhanced mFRR offer pricing logic. New pricing schemas support differing resolutions between energy prices and transmission system operator (TSO) products, ensuring precise market offer pricing.
- Improved flexibility forecasting and market offers. Flexibility forecasting and market bids operate on a 15-minute resolution, enabling more accurate, real-time insights.
- 15-minute TSO-activated bids. TSO-activated bids are dispatched within 15-minute intervals, enhancing market responsiveness and precision.
- Expanded 15-minute reporting. Consistent 15-minute granularity across reports enhances transparency and data accuracy in performance analysis.
Use case
When this update launched in late 2024, Baltic energy prices were still on a 60-minute basis while mFRR bids moved to 15-minute resolution, so energy values were replicated across each 15-minute interval to bridge the gap. Nord Pool’s own move to 15-minute market time units in February 2025 has since brought day-ahead prices onto the same resolution as the balancing market, but the underlying capability this update introduced, precise 15-minute forecasting, bidding, and reporting, remains the foundation for how Fusebox handles Baltic flexibility today.
Impact
The shift to 15-minute resolution boosted precision for Baltic bids, optimising flexibility and meeting evolving market requirements. This enhancement built a robust framework for dynamic forecasting, bidding, and reporting, empowering more strategic decision-making and market adaptation as the wider market has continued to move toward finer time resolution.
